If she's going to be on leave, and her work is being done at and paid for the outside institution, I don't think you have to report her effort.
I think you'd probably want to look at what the research is going to be to see if you want to preclude or require her using her institutional affiliation on her application and subsequent publications.
If it doesn't go through your IRB, how are you going to know if it would be up to your standards? So, if there is a human subject involvement, you might want to consider the risk management issues associated with that as it relates to someone known as your faculty member.

Dear colleagues,
We have a faculty member who wishes to apply for funding through a local non-profit research organization. She is a full-time faculty member of our university, who will be on a leave next academic year. While the faculty bargaining agreement does not preclude outside employment as long as the faculty's teaching is not impacted, I am concerned about how we can monitor her effort.
Do you have policies regarding whether your faculty may serve as PIs through other institutions?
Is there any difference between when they are on their regular teaching schedule vs. a sabbatical or other leave?
I appreciate your assistance in helping me create an appropriate policy for my university.
