The guidelines are pretty clear about what they want to hear. I'd do it point by point. If the PI is typical (i.e. current R01 with 2-5 years remaining) and the individual to hire is clearly eligible, then these things usually go through easily. If this is for the underrepresented racial and ethnic group type of supplement, keep in mind that YOU get to determine who belongs in those groups. A group not underrepresented in New York may be in Boise. A group not underrepresented in cell biology may be in sociology.
