My institution does not currently have (nor ever has had as far as I can
tell) a federally-negotiated F&A rate.  We haven't historically submitted
many federal grant proposals, so the attitude seems to be that obtaining a
negotiated rate is more work/cost than it is worth.

I'm curious to hear from other institutions (particularly smaller schools)
who have recently undergone a negotiation process as to what costs and how
much time was involved for your institution to complete this process.

Any evidence of why it is "worth it" and/or advice regarding how to convince
the decision-makers (particularly those in the finance office) that this
would be beneficial to the institution would be helpful as well.
