We have seen a number of instances where unobligated funds from prior
years have been used to offset current year award obligations.  This
practice is not "new."  What is new however, is the frequency with which
this seems to be occuring.  This is understandable in the sense that
with a tight NIH budget, how can they justify releasing additional funds
when prior year funds have not yet been utilized.  From a practical
perspective though, this effectively reduces the amount you can request
as carryover if it had not already been requested and approved to that
point.  It also means that you are receiving no "new" money in the
current year, which impacts NIH ranking reports, your internal award
trending reports, etc.  In a couple instances (clinical trials where
unobligated funds were a result of delayed recruitment) our PIs have
been assured that they could request additional dollars later in the
project.  I'm not holding my breath on that!

We have "not" seen any cases where funds already approved for carryover
have been reduced or revoked.

One of the PIs at my institution has indicated that several of her
colleagues' NIH carryover funds have been substantially reduced.  I
would like to know if any of you are seeing similar cuts.
