We had exactly the same problem.  The solution for us was to establish six
separate DUNS, register all six in the CCR, register all in Grants.gov,
which now match the six different accounts that are set up for us the NIH
Commons (6 different IPFs).

When we submit to Grants.gov, we just have to make sure and use the
appropriate new DUNS for the division (campus) that we're submitting for so
it will match eRA Commons.

We are one University  with 2 other campuses.  We have a single DUNS
number, but NIH assigned  three different IPF numbers when we registered.
Each campus needs to be  able to submit independently and identify their
submissision separately.   Sometimes they are eligible for programs that
the main campus might not be  eligible to apply for.  The problem lies in
that NIH is demanding a  separate DUNS number for each campus.  We only
learned this in the last 48  hours when we couldn't get our submissions
accepted.  The campus submitting  didn't seem to have a DUNS number in
NIH's eyes and they aren't allowed to use  our university-wide DUNS.

Have any of you run into  this problem?  Or better yet have a solution?
NIH was no  help.
