We were having the same problem and, like you, have a modified total direct cost base. However, we received a phone call from the help desk today saying that the problem had been fixed and to resubmit. We did that this morning and it went through fine.

Earlier today I emailed the list to ask about the error message we
continue to receive for 4 of our AREA grant applications:
"Indirect Cost Funds Requested for budget year 1 must equal the product
of Indirect Cost Rate and Indirect Cost Base for the same year- Error"
I've had some great suggestions from y'all out there about how to fix
this but none have applied to our specific situation yet. What I failed
to mention in my message earlier is that we have had 3 applications go
through without this error.
I just studied our grant applications accepted against the ones rejected
to get some clues and there is one difference between them:
For all of the grant applications accepted, the indirect cost base
equals the total direct costs.
For all of the grant applications not accepted thus far, the indirect
cost base does not equal the total direct costs. We have a MTDC base and
we did not include tuition or equipment in our IDC calculation.
Has anyone out there had an AREA grant application submitted with a
different indirect cost base and total direct cost?
