See also A-21 Section J-8f(2) under fringe benefits. The existing institutional policies play a role here, too.

Is your PI really a Grad Student? Check out A-21, J.45 Scholarships and
student aid costs. 2nd sentence, "However, tuition remission and other
forms ..."

Subject: [RESADM-L] Tuition Payment for PI
I have any interesting new scenario...one of our PI's is requesting
reimbursement from a federal cooperative agreement subcontracted to us
by another institution of higher education for the PI's graduate
tuition. The PI has provided a justification as to the benefit to the
cooperative agreement. The program officer at the federal agency has
stated "I can't think of anything that would prohibit it, as long as
your institution is okay with it." I think that we need to have the
approval of grant/contract official at the prime recipient's institution
and possible at the federal agency.
Has anyone else come across this situation and if so, how did your
institution handle it?
