We've only had a couple of these and they were for DOE. After contacting
the program officer, we followed the same directions as UO.

Dear all,

I had a question this morning about submitting a collaborative proposal
(i.e. collaborating with another institution) through Grants.gov.  One
of our departments wants to submit a DOE proposal and is not sure how,
as she put it, the system will "link up" our submitted proposal with the
other collaborating institution.  (She also wanted to know if submitting
a proposal like this meant her department should get its own Grants.gov
account, which I assured her was not the case, as all proposals need to
come through our office.)

So--how DO you submit a collaborative proposal to Grants.gov?  Any
insight?
