The subs follow their cost principles.  Volunteer services--well documented
and based on the prevailing rate for similar services can be counted as
"in-kind" cost share.  But I don't think the student's tuition would be an
allowable cost share in this case.

I sent this e-mail on Friday but I'm not sure if it was actually sent so
I am trying again.

I am working on an Economic Development Administration (EDA) application
and we are trying to come up with the 50% required match.  Does anyone
know if a graduate entrepreneurial class in our business school works on
this grant as a required class project, would we be able to count the
student's tuition costs for the class as a part of the match?  If so,
how would we deal with students with federal financial aid?  We wouldn't
want to use federally funded tuition in the match.

The second question we have has to do with a confusing sentence in the
RFP.  EDA indicates that the grantee needs to follow A-21 cost
principles (the RFP requires the lead organization to be an institution
of higher education).  We will have a couple of non-profit organizations
as sub contractors.  They think they will need to follow A-21 cost
principles even though they are non-profits and should follow A-122 cost
principles for non-profits.  I think the instructions (which aren't well
written) mean to say that the lead organization follows A-21 and the sub
contractors follow their own cost principles.  Who is correct?

Any assistance would be greatly appreciated!
