Perfectly reasonable policy. Be sure it is written! I heartily approve of "more than 50% of the salaries and wages support effort" as a sensible and reliable measure of "grant activity", and one easy to document on audit because the $ records are automatically generated, except fo WHO works in that location, and a PI's memo for your file will document that.
