Susan, you should review in detail the letter approving your F&A
rates. It is probably in your Controller's office or your Financial
V-P's. One of the footnotes should define precisely what IS
off-campus. In essence it will define off campus in such a way that
the "facilities" part of F&A is not in the rate. I have seen these
definitions differ in detail, but the jist will be "conducted in
facilities not owned by the institution". I cannot imagine that the
footnote is not there.
You should have/develop internal policies to differentiate "field
work" from Off-Campus work.
