Hi,

We are a public, primarily undergraduate institution with a
federally-negotiated indirect cost rate.  With separate on- and
off-campus rates but without a clear definition for on- and off-campus
work, we are wondering how other folks determine which rate is
applicable to a given project with aspects of each.  For example, do you
use one or the other rate based on the proportion of dollars?  Or time?
And for industry-sponsored research for which most of the work is
subcontracted to another institution, would you consider that on- or
off-campus for purposes of indirect cost calculation (where clearly the
majority of work and personnel time are attributable to off-campus but
the subcontracts have to be issued and managed using on-campus
facilities and personnel...)?
