Thanks for the pointer, Bonnie.  And yes indeed, I very much enjoyed
reading all 32 pages of rules!  But I was thinking "Wouldn't it be nice
to have access to the something like the same kind of automated tool
that NIH is apparently using!?!"

Knowing in advance that the odds are pretty good your proposal will pass
technical muster would reduce the anxiety levels of quite a few folks,
I'd imagine.
