The PI can delegate others to work on an Esnap (and the PPF too,
because if one wants to enter publications in the Esnap, delegation
to the PPF is needed as the pubs go there too).  The PI cannot
delegate authority to send an Esnap to the SO.

An SO can delegate a PI to submit the Esnap to NIH, on behalf of the
University.  We are not doing that en masse but I think our SO wants
to do this after we get past the G.g situation.  One new project at a
time :)

submitted to the NIH.

Page 89 of the NIH eRA Commons System Users Guide " Organizational
Institutions and PI's may grant another user the authority to enter
and process grant information, update their PPF information, submit
eSNAP....."
