The PI can delegate others to work on an Esnap (and the PPF too, because if one wants to enter publications in the Esnap, delegation to the PPF is needed as the pubs go there too). The PI cannot delegate authority to send an Esnap to the SO. An SO can delegate a PI to submit the Esnap to NIH, on behalf of the University. We are not doing that en masse but I think our SO wants to do this after we get past the G.g situation.
