I have a question to representatives of those state institutions that
receive formula funding (I hope there are some on this listserv). Do you
consider state appropriations used to match formula funds to be
restricted or unrestricted funds? In other words, do you treat the
matching funds from the state as you normally treat cost share for
competitive grants? Or do you treat state match funds as departmental
budgets that are available to match competitive grants?
