I've seen service contracts handled both ways: with the service fee
included as part of the request, and with the service fee treated as a
contribution by the college.
When part of the request, the budget usually includes items such as
equipment purchase cost, service fee, delivery charge, set-up charge
(e.g. installation of special plumbing to accommodate the equipment).
It can be beneficial to ask the funder whether these sorts of things may
be included in the request.
