Barbara,

Generally not for conferences as most hotels have conference rates,
but....

When staff travel is for the purpose of field research/data
collection/etc., we have had some scattered luck with my writing a
letter to the hotel indicating that the traveler was an employee of the
University engaged in research paid for by the Federal government. This
generally is a follow-up to a conversation with the hotel.

Sometimes we pull it off, sometimes we don't.

Has anyone ever been able to have a hotel extend the government lodging

rates for non-government employees who are attending a
meeting/conference
that is totally funded by a government grant?
