We've had a lot of success at Berkeley submitting electronic
proposals via the eCGAP program. This is where you use one of the
submission systems developed by the SBIR recipients and send your
applications electronically to the NIH Commons. It's electronic
submission on the PHS 398 form set without grants.gov in the middle.
I have been trying to confirm with NIH and the vendors that this
option will be available through October 2006 (when R01s must be
submitted via grants.gov and the SF424 form set must be used). It
would seem strange to me that our ability to submit R01s
electronically would essentially be taken away until October 2006.
Keep in mind that an R01 is the most common application type at
research universities. I think submitting R01 electronically now,
getting PIs and campus communities ready with the notion of
submitting this way, is a good idea even if some aspects of the
process will change in October. I would be very disappointed if NIH
enables the "shut-down" of electronic PHS 398 applications through
the transition.
