PROJECTS TO TAKE CARE OF THIS BUREAUCRATIC ASPECT OF GRANTS
PREPARATION?  LET THEM WRITE THE SCIENCE WHILE OTHERS DO THE COMPUTER
MANIPULATION AND FORMS FILLING
, and then somehow uploads it to
the system again.  Is that right?
NEITHER THE RESEARCH TEAM NOR THE UNITS SHOULD BE DOING ANY
SUBMITTING.  THEY SHOULD BE SENDING THE COMPLETED FILE TO THE GRANTS
OFFICE FOR SUBMISSION.  ONLY THE GRANTS OFFICE STAFF SHOULD BE
REGISTERED TO SUBMIT.
Our problem is that we don't believe
that we (as administrators) can get into the system to review the
proposal.
ANYONE WITH THE PURE EDGE VIEWER CAN OPEN AN APPLICATION FILE.  USE A
PC OR THE SOON TO BE RELEASED CITRIX FOR MAC OPTION.  HAVE THE
RESEARCH TEAM SEND A COPY TO YOU AND THEN YOU HAVE A LOOK, PRINT OUT
A COPY,  AND SEND TO OSP.
Our OSP has determined that it does not have the manpower
(and frankly they don't) to address this issue.
IF YOUR OSP HAS STAFF TO REVIEW, COPY, FILE, APPROVE, AND SEND PAPER
COPIES THEN THEY HAVE STAFF TO SUBMIT AN ELECTRONIC APPLICATION.
PERHAPS THEY WILL NEED A FEW MORE DAYS THAN WITH PAPER.  PERHAPS THEY
NEED A PAPER COPY TO READ; THIS CAN BE MADE BY THE RESEARCH TEAM OR
BY UNIT STAFF.
I am therefore asking all of you to please let me know how your
institution is handling the electronic submission.
AT MICIGAN, WE ARE TEACHING MEMBERS OF THE RESEARCH TEAMS HOW TO
DOWNLOAD THE APPLICATION AND TO FILL IT OUT.  THE FORMS ARE EASY TO
FILL OUT AND ASK THE SAME INFO AS IS ASKED ON CURRENT FORMS.  WE
(OSP) ARE CURRENTLY CREATING A SERVER FOR THE TEAMS TO PLACE THE
COMPLETED FILES INTO SO WE CAN RETRIEVE AND REVIEW AND SUBMIT.
I must add that I had originally thought that grants.gov would be
like NSF fastlane
system, where pdf files are uploaded instead of on-screen typing.
GRANTS.GOV IS LIKE FASTLANE.  YOU ENTER INFORMATION INTO STANDARD
FORMATS IN BOTH AND YOU UPLOAD PDF FILES INTO BOTH.  INSTEAD OF
ALLOWING APPROVERS TO VIEW A SITE, PI/STAFF SEND A FILE TO THE
APPROVERS, WHO THEN SUBMIT IT.
