Linda,

The only way to use an annual effort report is if you use the
Plan-Confirmation Method (see OMB A-21 J.10.c.(1)).  If you use
After-the-Fact, you must do it no less frequently than 6 months.
I would say that plan-confirmation is not realistic in this day of age
as things are so fluid.

some universities do effort reports only once a year.  Could you all let
