Yes, "service providers" are also referred to as "system to system" or
"S2S". The following NIH web site has a list of the service providers
at: http://era.nih.gov/ElectronicReceipt/sp.htm

Rather than submitting directly to Grants.gov, one can choose to submit
to one of the service providers.
