The only topic I'm addressing is proposal submission. Solving of the problem of getting file "X" into the proper format for submission by the single button click is consuming lots of neuronic (if not neurotic :-) brain cycles both on the government and institutional/submittee sides of the problem. As I'm not a SPA, but rather a computer support/Information Technology professional, my skew on the grander scheme is fairly limited. Having looked at a group of vendor S2S products, it seems that what is being sold is assorted components leading to paperless research administration that are all fancy wrapping for a single button on a browser that sends file X to Grants.gov. I am sure that getting file X into the proper form ain't simple, but is the sophistication you speak of related more to the demands of integration with other pre and post submission processes?
