At UF we've seen 3 noncompeting continuations receive notices of 20% to
30% cuts.

Are others seeing reductions in NIH non-competing year grant awards
across all institutes?  Most may be adjusted when a new federal budget
is approved, but isn't touching existing grants a bad sign?
