Hi, I am not sure what you need help on. Does your researcher have a NIH Commons user account - user name and password. If not then you should get him registered. Is there someone in the grants office who does this for people? Next you will need to have your Grants Office IT person, the department IT administrator, or someone in the central campus IT security office install the needed Certificate on the researcher's computer. This is a program that makes sure that the transmissions are coming from whom the sender says he is and received by the intended person. These are only technical issues. Is there some problem with the researchers rights to the intellectual property? That is not something I can help with.
