For us unsophisticated types, we can open PureEdge Viewer files and
see the attachments plus forms.  We have no idea what they were
translated like (.doc-> .pdf) for example.  Did my graphics or
tables remain intact?  Page spacing still ok?  In fact, that is one
reason NIH is requiring us and the PI to review the document in the
Commons before processing the application.  I think Susan's question
is why can't Grants.gov let us see the "package"?

to Grants.gov can open it, view it, and print it.  Is what we are
