When we try to put together grant applications across colleges, we run
into an enormous paperblock - seems each college has it's own forms and
requirements for proposal routing.  Upper administrators say they
support interdisciplinary research but have made no attempt to ease this
situation.

Does anyone have any experience with solving this problem?
