From time to time, we have investigators ask about receiving some funds
from the Institute as a result of the of the F&A dollars that they
generate

 Does your institution offer such a program (yes/no): Yes, but it goes
to the departments, not to the individual PI's.
If yes, are you a University-based or Private Institute: State public
university
If yes, who receives the funds:

The University: 50% to sponsored program office, plus 23% to a reserve
fund used for cost-sharing requirements. The 50% is used to fund the
internal seed grant program, travel assistance, and other research
support.
5% to the President's office, and 2% to Fiscal Affairs

The Department of the Investigator:  20%

Are there any restrictions or regulations on how these funds are spent:
Not on the 20% to the departments. They can use it at their discretion.
Most departments allocate it to the PI's that generated it, but I don't
know that they all do that.
