Many years ago I attended one of NCURA's intro to sponsored projects programs. The speaker was the head of an OSP from a university in Washington State. At the time, he said they did $400M plus in research.
He said his office requested proposals in be in for review 10 days in advance. Their rule was his office did not pay overnight shipping costs. If a department brought their proposal in late, the overnight shipping charges had to be paid on department's end. He said it was rare they had any problems.

Hello all,
This is just an informal poll to see how much lead time your sponsored
programs office requires to review a proposal. We ask for 5 business
days to allow for the proposal load, corrections, major problems, etc.
We also want the final draft, not rough drafts unless we had arranged to
help review and edit those ahead of time. What does your OSP do?
