Perhaps the way to go would be to develop the program you would like. Then have a guideline that everyone is expected to participate in the program, and set up a follow-up mechanism to see if this is happening... and if not, the reason why. What we are trying to do is establish a policy that will provide our postdocs with a valuable and enriching experience that goes beyond the basics and one that will be unform no matter which mentor you have. We have formed a committee to set a model framework in place that can be reviewed and improved over the years. This comes as an outshoot of our Responsible Conduct in Research Discussion program. Not trying to be a smarty-pants here, but I would say that if you want to enrich and improve the postdoctoral experience at your institution, you should focus first on what will help them prepare for a career in research... such as a good mentoring program with a variety of mentorship experiences (as well as a primary mentor), support for scientific meetings, the usual training in scientific integrity, and exceptional training in grantsmanship (which includes an intensive in-house review of anything they want to submit to outside agencies). After you decide the experiences you want them to have, then start thinking about any "policies" that might be built around those experiences.
