Education Department General Administrative Regulations (EDGAR)

See Glossary for description. As a matter of practice, the Department
provides a copy of EDGAR to those entities that have received an award.
If you are a grantee that did not receive a copy with the award package,
you may ask for one by contacting the Education program contact named on
your Grant Award Notification. An electronic version of EDGAR can be
downloaded from ED's Web site at:

Can anyone provide me with information about where or how the US
Department of Education informs its university grantees about the
requirement to obtain prior approval for foreign travel?  I know we
treat their prior approval as a general truism, but I have not been able
to find ED's specific requirement.  I've had 2 of their officials (a
regional rep and their Grants Policy Office) cite A-122 as the source,
however, I don't think A-122 governs university grantees; we are
normally covered by A-21.  I checked EDGAR, which refers to A-21 for
allowable costs for educational institutions.  A-21 doesn't make a
distinction between domestic and foreign travel, so it appears to be
silent on the issue.  Our ED grant award notifications do not indicate
any special terms and conditions in this regard.  Is it somewhere else
or have I overlooked it in the usual places?  Any clues will be greatly
appreciated!
