The upcoming SRA meeting in Milwaukee has a session on international
contracts. Perhaps you could contact them and find out who is giving the
session -- perhaps they could give you guidance. Good Luck - sounds like
you have your work cut out for you.

All,
I'm desperate (!!!) for a model cooperative research agreement between a US
institution and a Chinese governmental agency. Aside from the export
control considerations, I need some idea of how to handle intellectual
property, freedom to publish, dispute resolution, governing law, human
subjects, and, well, just about everything else. I would like to set this
up as an umbrella agreement under which work orders for the specific
scientific research projects will be issued. If you can help, I will be
forever indebted!
