Under what circumstances do you require a Business Associate Agreement
for protected health information?  Appendix B of the FDP terms and
conditions says (bottom of page 2, under HIPAA):

 "Research uses do not require Business Associate Agreements (defined
at 45 CFR part 164
 504 (e)(1) between collaborating institutions."
