I propose that the "date of the award" is the date at the top of the
NOA (NIH) issued by the sponsor.

According to A21, G-7-a, the rate to use on a particular award is "the
negotiated rates for F&A costs in effect at the time of the initial
award...".  Do you consider "the time of the initial award" to be the
project start date or the date that the award was signed?
