Senior Contracts and Grants Administrator Job #KL-SGA-002 Veterans Medical Research Foundation (VMRF), a non-profit organization, is seeking a qualified Senior Contracts and Grants (Fund Managing) Administrator for the CORE office. EDUCATIONAL BACKGROUND DESIRED: Bachelor's degree (BA/BS) from four-year college or university and two to four years of proven related experience in a research or university environment or equivalent combination of education and experience. PERSONAL QUALIFICATIONS: Successful applicant must have of experience in using and applying OMB circulars A110 and/or A-122 in sponsored projects administration. Experience in contract negotiation with pharmaceutical industry sponsors is preferred. Applicant must have an understanding of the support requirements of a research environment and the ability to carry them out. Strong oral/written communication skills and a demonstrated ability to work with internal (administration, faculty, staff) and external (universities, industry, federal, state or other agency) personnel is essential. Extremely strong computer skills are mandatory, particularly database and spreadsheet experience. EXPERIENCE AND/OR SPECIAL SKILLS DESIRED: Excellent interpersonal and customer service skills. This includes tact, diplomacy and flexibility at all levels of interaction. Must have the ability to communicate clearly in a helpful and informative manner verbally and written form and work in a team-oriented environment. Ability to work independently, multi-task and prioritize effectively with minimum supervision. Proficient in computing in MS Windows environment to include Word, Excel and Access. Proven ability to handle and work with detail and prepare/review a large volume of paperwork rapidly and accurately. Excellent typing, editing, analytical and mathematical skills are required. Proofreading for accuracy is essential. STATEMENT OF DUTIES AND RESPONSIBILITIES: Under minimal supervision, this position is responsible for all aspects of pre and post award grants administration in accordance with OMB Circulars A-122 and A-110 guidelines that includes, but is not limited to the following: Preaward responsibilities include timely completion and submission of entire grant application, excluding scientific narrative. This includes, but is not limited to the review of grant applications for budgetary appropriateness, completeness, and conformity with VMRF and agency policies and the resolution of discrepancies assuring that VMRF internal compliances are met before proposal submission. Post award responsibilities include to plan, conduct and follow-up consultations with Principal Investigator PIs to support their contract and grant management. This includes, but is not limited to PI and PI staff in-service to communicate their reporting and other administrative obligations, determining funding sources for personnel, planning for end of project periods, and to reconcile and monitor Federal, privately sponsored and industry sponsored funds on a monthly basis. Assist the PI and their support staff by notifying them of grant application and progress report submission deadlines. Advise the PI on a monthly basis of the financial status of all accounts. Forecast possible problem areas, i.e. dramatic increase in expenditures in a certain category, close to the project end date, or forecasted cost overruns for personnel. Be able to recommend and implement a corrective course of action as necessary. Prepare and/or approve expense transfers, on-line budget adjustments, etc. with back up documentation that will meet internal and external audit requirements. In close collaboration with the PI and/or the PI's support staff, prepare and ensure that interim financial reporting as required by the funding agency is completed in an accurate and timely manner. Participate in training of Contracts & Grants Administrators, as well as providing training for the administrative personnel of Principal Investigators. Point of contact for VMRF management in regard to contracts and grants matters. Assist Contracts & Grants Manager with special projects, as requested. Interact with administrators in VA Research as well as with administrators in the School of Medicine at the University of California, San Diego to support cohesive support of the research community.
