I would just add that I leave it up to the PI to determine who is "key
personnel"--based on the definition given in the instructions.

A person at another institution may serve as a "consultant" and receive
funding personally if he/she is not using significant resources or other
personnel at that institution (and if it's okay with his/her department
chair or whatever the institution's rules require).  Also, in the case of
employees of sister state institutions in the same state, there may be
prohibitions against this type of arrangement.

However, if the person is doing the work as part of his/her academic
activity and utilizing his/her academic time, facilities, personnel, etc.,
then the proposal should include a subaward to that person's insitution.
