Zoya,
What NSF is saying is that any indirect costs associated with cost share
items must also be considered cost share. You cannot charge NSF for them.
The indirect costs ARE allowed in the budget...but only as cost share since
you're cost-sharing the salaries.  Make sense?

And it's my understanding that this is the policy for most sponsors. They
won't pay indirect costs on cost-shared items.
