How true...I'm with you however, I have been experiencing occasions
(young researchers) where they're AWOL.

I'm considering drafting a position paper to alter an HR policy and I
wanted to get some comparative feedback as this may allow me to better
manage personnel and expenses.

I'm perplexed. Why is your staff averse to working an 8 hour day??? Is
it because sometimes they have to work late to get proposals out and
so they desire comp time? We're flexible - we often work late, on the
weekend, and/or take work home, but if we need to leave early, come in
late, or take off during the day for something, we can because we get
the work done. We easily average a 40 hour week, but it's not always 8
hours a day - could be 7.5, then 10, then 8, etc. I have never worked
an exempt position where I expected to arrive at 8 and leave at 5
every day. Work flow is not that predictable!

No.  Our office is really busy, so it is rare that they ask to leave
during
the day. However, on the rare day things are slow, I will tell one
them
they can leave somewhat early.  Also, if someone asks a few times to
leave
for a good reason concerning their children or for a doctor's
appointment,
I of course let them go.
