All...the above section is clear as muddy water.

Although the section is that some administrative costs can be
classified as direct costs (depending on exceptions), it does not
state that the costs can be split between direct and F&A....

Question; In the case of a program grant (Exhibit "C" exception) can
administrative costs be split between direct and F&A?
