In this situation, I would set a salary that is reasonable for his/her position.  Then draw up a contract that is "eat-what-you-kill."  If they can get 20% on a grant, put them on a 20% appointment (assuming they have no teaching or other responsibilities beyond research.)  If they get another 10%, raise them to 30% of that set salary.

So the salary is reasonable and it is the effort that is adjusted as their level of effort fluctuates with their responsibilities increase or decrease.

I have a similar question. If I have a person who desires to be
appointed as a RESEARCH faculty member  and wants to derive 100% of his
salary from NIH grants, is his institutional base salary $00.00 or is it
a salary similar to that paid to a tenured faculty member of equal rank,

NIH defines Institutional base salary as:
"Annual compensation paid by an applicant/grantee organization for an
employee's appointment, whether that individual's time is spent on

So, if the $30K is the total compensation for work done for the
institution, this would be 100% of IBS and thus represent 100% effort
not 20% effort.
If the $30K is reasonable per a review of peer salaries it should be OK.
You would of course want to disclose in the narrative all the other
relevant facts.

This situation is not too dissimilar to VA employees with research
funding at institution who include a statement in their proposals such
as:

 Dr. ___________ has an appointment with --------------------------
institution and with the Veterans Administration (VA). This arrangement
is defined in a formal Joint Appointment Memorandum of Understanding.
The institutional base salary used in this application represents the
salary which is paid by the institution only; it does not include salary
from the VA appointment. The percentage of effort in this application
represents only institutional effort on the proposed project.

Administrators -
I'm looking for ideas on how to handle an NIH salary request for an
emeritus professor who would be PI on an NIH Subcontract.  He has no
base salary ($45K from endowment) but is requesting $30K for 20% effort.
Since he has zero base - I can't justify 30K as a percentage of a base
salary.
I don't think he can be a consultant since he's the PI.  Would
independent contractor work? with 20% effort, no salary line, but named
again as independent contractor for an estimated cost of $30K.
Help will be much appreciated.
