In this situation, I would set a salary that is reasonable for his/her position. Then draw up a contract that is "eat-what-you-kill." If they can get 20% on a grant, put them on a 20% appointment (assuming they have no teaching or other responsibilities beyond research.) If they get another 10%, raise them to 30% of that set salary. So the salary is reasonable and it is the effort that is adjusted as their level of effort fluctuates with their responsibilities increase or decrease. This arrangement is defined in a formal Joint Appointment Memorandum of Understanding. The institutional base salary used in this application represents the salary which is paid by the institution only; it does not include salary from the VA appointment.
