Additional Information

Required Qualifications: Bachelor's degree in legal studies, public
administration, social sciences or business management and administrative
services. Five years of experience negotiating, preparing and processing
sponsored project grant and contract proposals and awards. Five years of
sponsored project budget development and review. Equivalent combination of
relevant education and experience may be substituted as appropriate.

Preferred Qualifications: Graduate or professional degree or certification
with an emphasis in contract/subcontract negotiation. More than two years of
experience in the negotiation of university sponsored research agreements or
funds-going-out subcontracts with corporate organizations. Thorough
understanding of OMB Circulars A-21, A-133 and A-110. Experience with the
Federal Acquisition Regulation. Demonstrated knowledge of University
intellectual property policies. Well developed interpersonal skills; the
ability to work independently and pay attention to detail; professional
demeanor.

Purpose of This Position

Negotiate terms and conditions of awards/subcontracts with primary emphasis
on awards from corporate sponsors, assist faculty and research staff in
contractual matters relating to the submission of research proposals,
primarily to corporate sponsors.

Essential Functions: Provide contractual services and guidance to faculty
and research staff to enable them to secure research funding. Review and
negotiate sponsored research agreements, contracts or funds-going-out
subcontracts with primarily corporate sponsors, including terms and
conditions relating to intellectual property, publication rights and other
contractual matters. Interpret University administrative procedures
regarding sponsored research activities. Apply appropriate state and federal
law and regulations when necessary. Review projects for export control
compliance. Personally meet with representatives of sponsoring agencies and
organizations, sometimes on-site, to finalize terms of contracts and/or
agreements. Participate in the proposal and award review and negotiation for
special federal and state programs.

Marginal/incidental Functions Other related functions as assigned.

Working Conditions
Exposure to standard office conditions. Repetitive use of a keyboard at a
workstation. Use of manual dexterity. Security Sensitive; criminal
background check conducted.  Work as a team member, self-reliance,
resourcefulness, communicate effectively with diverse groups and accept
supervison. Work under stress, under pressure of deadlines and with
overlapping projects. Occasional weekend, overtime, evening and holiday
work.

Security sensitive; conviction verification conducted on applicant selected.

The retirement plan for this position is Teacher Retirement System of Texas,
subject to the position being at least 20 hours per week and at least 135
days in length.
