As we are all aware, our institutions participate in "research
investment"
by direct investment or "covering the losses" of unrecovered indirect
cost
between full indirect recovery and less than the full rate.  I would
appreciate your sharing, where possible, the following (and I will be
happy
to report back in the aggregate):

1.  What percentage of your research expenditures is direct investment
by
your institution (for example, recruitment packages, direct support
for
departmental or institute operating costs, etc.)?

2.  What percentage of your research expenditures is unrecovered
indirect
cost and what is the percentage of the underrecovery?For example, if
you
have research expenditures totalling $50Million and your indirect cost
rate
for full on-site is 50% on an MTDC base of $45 ML, you should be
recovering
fully $22.5ML.  Because of training, foundation grants, etc., you are
actually recovering only $15.5 ML, then your underrecovery is $7ML.
That
$7ML is 14% of your total research expenditures of $50ML, and,
therefore, is
a research investment of 14% by your institution.  The second part of
the
question would be an answer of 31.1% underrecovery ---
You collected $15.5 ML instead of $22.5 ML.

Hopefully, this isn't as complicated as it may sound.  I realize that
training costs are not as high as laboratory costs, etc., making the
assumptions above a bit general, but the responses will give us global
information on institutional commitments.  Please feel free to share
any
comments on this general topic as our institutions remain committed to
research, but find the demands on their revenues ever increasing
without
directly proportional increases in those revenues.
