Description:

ASSISTANT DIRECTOR : OFFICE OF SPONSORED PROGRAMS
(exempt position)

Summary: The Assistant Director acts as the key liaison to designated
Center Directors, Project Directors, Project Staff and Business Services
staff in the administration of sponsored programs, provides guidance to
junior OSP staff and is independently responsible for assigned process and
systems improvement initiatives for OSP.  Reports to the OSP Associate
Director.

Essential Functions:

1.    Act as the key liaison between EDC’s Business Services group and
projects, provide high-quality sponsored programs support to designated
groups within EDC, including  timely handling of      proposals and award
actions and support EDC investigators in all business aspects of sponsored
programs.

2.    Serve as primary business contact with sponsors and subawardees.
Participate in grant and contract negotiations as required.

3.    Support proposal, project management and business services processes
by providing interpretation of proposal requirements, award terms, and
regulatory and compliance  issues both to       program staff and EDC’s
accounting group.

4.    Provide analysis and evaluation of proposals, awards and subawards;
approve cost proposals and recommend for institutional signature.  Advise
and assist center and project staff on the            development of the
elements of business proposals as needed.

5.    Working closely with project staff and the General Counsel’s office
as needed, provide expert guidance with respect to the terms of EDC grants,
contracts and subawards.

6.    Ensure timely review, control, and oversight of all stages of awards
and subawards.

7.    Participate in business and financial reviews.

8.    Responsible for the accuracy of content of internal EDC award
documents and of all project data contained in EDC’s sponsored programs
systems.

9.    Develop and maintain up-to-date knowledge and expertise in an
unusually broad range of funder agencies’ regulations, policies and
procedures.

10.   Assist in the development and documentation of policies, procedures
and guidelines in the areas of proposal submission, award compliance and
administration, and subaward processes.   Provide training and serve as
resource in the implementation of changes in practice to conform to policy
as required.

11.   May supervise or provide mentoring to junior OSP staff.

12.   Perform special projects and other duties as assigned.

Qualifications:  Experienced, hands-on professional in grants and contracts
function, capable of building strong, collaborative relationships within
Business Services and the EDC Community.   Minimum 5 years related
experience and Bachelor’s degree required. Masters preferred.   Position
requires high standards, sound business judgment, financial expertise, and
exceptional interpersonal and organizational skills.  Experience drafting,
reviewing and negotiating contracts is required.   Demonstrated ability to
prioritize and produce high-quality work in a fast-paced, team-oriented
environment.  Ability to generate multiple solutions to problems and think
creatively under pressure is critical to success in this role.  Expertise
in standard business software including Excel and Word required.  Prior
experience with grants management software preferred.
