Consortium F&A shows up in 7b and 8b, Total Costs.
The PHS 398 forms correctly show which of the costs should be shown in
7a and 8a. Look at the bottom of Form Page 4 and on the Subtotal Direct
Costs line of Form Page 5.
A key point of the exercise is to exclude consortium F&A from 7a and 8a,
so that a glance will confirm whether a submission remains below a
direct cost maximum.

Now that the consortium F & A is separate from the direct costs on the
budget justification page, where do we include the consortium F & A on
the cover sheet? Would it be included in the direct costs in 7a and 8a
or would we include the consortium F & A in the total costs in 7b and
8b?
