I would like to address the following questions to academic medical centers whose practice plans are set up outside of your university and who have an affiliation with a local VA.

1)  Do you run contracts for medical services (physicians and/or procedures) through your university or directly through the practice plans?
2)  If the contracts go through the university, what mechanism do you use for transferring the appropriate portion of the practice plan salary back to the practice plan?
3)  Do you allow faculty who are 100% VA paid but have an unpaid university appointment to submit proposals through the university?  If so, how do you present this in the proposal?
4)  If you allow proposals to be submitted as described in #3 above, have you developed a mechanism to reimburse the VA for that person's salary taking into account that NIH prohibits payments to federal employees if the person is the PI.  If so, how?
