Bob,
this attached flow chart isn't exactly what you asked for, but it is
something I had to do for myself to understand how to explain the submission
process to our administrators. We do not submit a large number of grants
annually, but nevertheless we were required to register for the grants.gov
process by HRSA (who did not - thank goodness - require us to actually
submit the proposal through grants.gov). Once in a while, I will get a call
from someone in our organization who tells me that a federal agency told
them they must get a TPIN, and I am able to at least intercept the
transaction and get things directed into the right official channels.

Please note that I created the chart more than a year ago and have not
checked since then to see what minor details have shifted.

Does anyone have a web site or e-text that explains the Grants.gov
submission process.  All the stuff from the government starts with "Get
a DUNS number."

I was going to write some instructions for our Grants office staff on
how to do a submission but thought someone has probably already done
this (and better than I could!).

I see this starting with
1. Get the file from the PI and put it on your hard drive.

but maybe there are prior steps.
