Hello Rudy;
At the University of Oregon we have a collective bargaining agreement
with our graduate student union. In response to your specific
questions:
Are all graduate students treated as in-state?
Yes, if they are appointed for .20 FTE or more
Is tuition for graduate students on grants partially funded by
your university?
No, if a grad student is working to the maximum
appointment (.49 FTE) on a grant
their tuition, fees and health insurance are also paid
by the grant. If their
appointment is funded by other institutional funds
(example assisting with teaching a
course) then their tuition etc. is funded
proportionally.
How many credit hours are considered full-time enrollment?
9 hours
See http://hr.uoregon.edu/er/gtff2006.html for a copy of the
agreement.

How does your university treat tuition on grants? Are all graduate

considered full-time enrollment? Thanks!
