Yes, it is allowable as a direct cost, with certain restrictions. Go to
OMB Circular A-21, and read Section J.25(g). Also see what your
university policies may be.

Does anyone have knowledge of clinical faculty charging Professional
Liability assessment (malpractice cost) to grant proposals that have
human subjects included in their project?
Would this be an allowable charge to a grant account?
