Thanks folks for all of you who have weighed in on this.  It really is
unethical, as far as I am concerned, and unfortunately, we don't know
who was mailed the announcement to send emails out disavowing any
sponsorship of the workshop.  Charlie . . I think this is a great idea!
I know that my colleague at that institution where the workshop is
scheduled will undoubtedly consider this course of action!  Jackie

You should attend and let them know, in the middle of their first
sentence, what you think about their marketing strategy.  You owe it to
the audience who may very well request refunds.

And if their "certificate" includes the school's name, call in the
lawyers.
