I would also prohibit a subrecipient from doing their own no-cost
extension.

As the prime, it is your choice whether or not to pass down the expanded
authorities.   So, yes, you can prhibit carryover by a subrecipient
without your approval.

When an institution receives an NIH SNAP R01 grant, under expanded
authority, is it allowable for that institution to prohibit carryover of
funds by its subrecipient? The NIH Grants Policy Statement states (under
Administrative Requirements-Expanded Authorities):
 "For awards using SNAP, funds are automatically carried over to the
subsequent budget period."
Does this apply to subrecipients too?
